The Michigan Municipal League’s Region 7 Education Seminar took place in Houghton in Michigan’s Upper Peninsula May 26-27 and featured the City of Marquette winning the region’s Community Excellence Award. Marquette won for its waterfront safety initiative that included recommendations about education and awareness, beach patrols and signage. The CEA award is to recognize innovative solutions to challenges at the local level that can also be adapted by other municipalities to meet similar challenges. The event drew about 60 MML members and highlights included presentations by League CEO Dan Gilmartin, Alpena Mayor and League Board President Carol Shafto, Tony Minghine, of the League; and Samantha Harkins, of the League. As the Region 7 winner, Marquette now has a chance to win the statewide CEA honor in the Michigan Municipal League’s “Race for the Cup” competition. Region 5 Education Seminar in Marine City

The Michigan Municipal League’s Region 5 Education Seminar took place Wednesday, May 18, 2011 in Marine City overlooking the St. Clair River and Canada. The event drew about 30 MML members and highlights included the City of Vassar’s Chill on the Hill event winning the Region 5 Community Excellence Award and presentations by League CEO Dan Gilmartin and Keith Creagh, director of the Michigan Department of Agriculture. Vassar’s “Chill on the Hill” event (http://main.cityofvassar.org/index.php?option=com_events&task=view_detail&agid=11&year=2011&month=2&day=5&Itemid=1) that included a 1,000-foot-long sledding hill down the city’s main street took home the Region 5 CEA honor in a spirited, peer-selected competition. The first-time Chill on the Hill event took place in February and exceeded expectations drawing 830 sledders and upward of 2,500 spectators. Even local businesses ran out of food for the large crowds. Also competing for the CEA honor was the City of Algonac Pool Project, which was presented by Algonac City Councilmember Gary Tuzinowski and supporters Bill Gratopp and Beth Engel. The 5,000 project included rebuilding the 50-plus year old pool house and giving the pool universal access to those with disabilities. It took about a year to raising the funds for the work from a variety of sources, Tuzinowski said. The League’s Region 5 covers the state’s Thumb area and the counties of Huron, Tuscola, Lapeer, Sanilac, and Saint Clair. In a 5-minute presentation, Vassar City Manager Julius Suchy detailed the huge undertaking involved in winter Chill on the Hill festival, including bringing in and out truck loads of snow, arranging with MDOT to have the road temporarily closed for the event and working with the insurance company to address liability concerns. As the Region 5 winner, Vassar now has a chance to win the statewide CEA honor in the Michigan Municipal League’s “Race for the Cup” competition. Were you even aware that there was such an agency as the United States Office of Government Ethics? I wasn’t. And they have not been doing their job!
The United States Office of Government Ethics (OGE) is a separate agency within the executive branch of the U.S. Federal Government which is responsible for directing executive branch policies relating to the prevention of conflicts of interest on the part of Federal executive branch officers and employees. Primary duties include establishing the executive branch standards of conduct; issuing rules and regulations interpreting the criminal conflict of interest restrictions; establishing the framework for the public and confidential financial disclosure systems for executive branch employees; developing training and education programs for use by executive branch ethics officials and employees; and setting the requirements for, supporting, and reviewing individual agency ethics programs to ensure they are functioning properly.
The Director of OGE is appointed by the President after confirmation by the U.S. Senate. The Director of OGE serves a five-year term, thereby overlapping presidential terms, and is subject to no term limit. The rest of the OGE employees are career civil servants. Created by the Ethics in Government Act of 1978, OGE separated from the U.S. Office of Personnel Management in 1989 pursuant to reform legislation.
The Ethics in Government Act of 1978 (read the PDF file), also known as Public Law 95-521, is a United States federal law passed in 1978 in the wake of the Watergate Scandal that sets financial disclosure requirements for public officials and restrictions on former government employees’ lobbying activities.

Background and Mission
The Office of Government Ethics (OGE), a small agency within the executive branch, was established by the Ethics in Government Act of 1978. Originally part of the Office of Personnel Management, OGE became a separate agency on October 1, 1989 as part of the Office of Government Ethics Reauthorization Act of 1988. The Office of Government Ethics exercises leadership in the executive branch to prevent conflicts of interest on the part of Government employees, and to resolve those conflicts of interest that do occur. In partnership with executive branch agencies and departments, OGE fosters high ethical standards for employees and strengthens the public’s confidence that the Government’s business is conducted with impartiality and integrity.

Robert I. Cusick
Director of the Office of Government Ethics
Robert I. (Ric) Cusick was nominated by President Bush in February, 2006, to become the Director of the United States Office of Government Ethics and was confirmed by the Senate in that position on May 26, 2006. He will serve a five-year statutory term as Director of the office which has responsibility for ethics laws and policy in the executive branch of the Federal Government. The office has the authority to issue formal opinions in ethics matters, to review the ethics programs in all departments of the Federal Government, to assist federal agencies in achieving ethical compliance and to work with other nations in treaty matters affecting government corruption.
Mr. Cusick is a member of the American Bar Association Center for Professional Responsibility and is a Fellow of the American Bar Foundation.

A pilot program is being launched by USAID’s Rule of Law Initiative in Quezon City where over 40,000 cases are pending in its first and second level courts, to address the problem of slow-moving litigation. The Philippine Supreme Court opened this new process management project that is introducing best practices of modern litigation efficiency rules from other jurisdictions by bringing together representatives from the bar, the judiciary, the prosecutors and the public defenders offices to gauge their reaction to the modifications. It is anticipated that this new project will improve judicial efficiency by enforcing strict time limitations from arraignment to the trial period of civil and criminal cases. Shown in photo is Regional Trial Court Executive Judge Fernando Sagun explaining how each sector of the justice community contributes to case delay and that new techniques and rules are desperately needed to allow litigation to provide meaningful justice to the people.

Visitors to my Flickr site sometimes assume that I’m a full-time photographer, but that’s hardly the case. As I’ve explained on my profile page, my "day job" is in the computer field: I work as a consultant, speaker, and author in software development and project management. That job includes speaking at various computer conferences, including the IT Metrics and Productivity Institute’s "Software Best Practices" conferences that are held in various parts of the country.
That’s what brought me to Ft. Lauderdale in mid-November this year. I thought I might find some interesting photographic opportunities when I arrived on the afternoon before the conference, but the beach was almost empty, and the "strip" along the beach seemed to consist of relatively boring bars and Mexican restaurants. Visitors to my Flickr site sometimes assume that I’m a full-time photographer, but that’s hardly the case. As I’ve explained on my profile page, my "day job" is in the computer field: I work as a consultant, speaker, and author in software development and project management. That job includes speaking at various computer conferences, including the IT Metrics and Productivity Institute’s "Software Best Practices" conferences that are held in various parts of the country.
That’s what brought me to Ft. Lauderdale in mid-November this year. I thought I might find some interesting photographic opportunities when I arrived on the afternoon before the conference, but the beach was almost empty, and the "strip" along the beach seemed to consist of relatively boring bars and Mexican restaurants. So, aside from a single picture of a mysterious bird that I saw waddling along the street (an osprey? heron? who knows?), most of the pictures are of various speakers at the conference itself. These may not mean much to you, but it will give at least a small sense of some of the issues that software professionals and IT managers care about in today’s tough economic times…
